Cartier Wind Energy was awarded six projects, including the Gros-Morne wind farm project, further to Hydro-Québec's first call for tenders for production of 1000 MW of wind energy. A two-phase project (Phase 1 in 2011 and Phase 2 in 2012), the farm will include 141 GE wind turbines, each with a capacity of 1.5 MW, for a total capacity of 211.5 MW.  


BBA's mandate for CÉR in connection with the Gros-Morne wind farm, located in the municipalities of Saint-Maxime-du-Mont-Louis and Sainte-Madeleine-de-la-Rivière in the Haute-Gaspésie region of Québec, included system studies, detailed engineering, equipment selection, review of shop drawings, construction assistance, and pre-operational verification and commissioning of the 34.5/230-kV step-up substation and the collector system.



  • Conduct system studies (grounding, power flow, protection coordination, electric arc exposure, transient phenomena, etc.)
  • Perform detailed electrical and civil engineering for the step-up substation
  • Perform detailed electrical engineering of the collector system, including design of the fibre optic network
  • Provide technical assistance for design and review of the SCADA system
  • Provide technical procurement services (equipment specifications, review of manufacturers' drawing, factory acceptance testing (FAT) assistance)
  • Pre-operational verification and commissioning of the substation and the collector system
